Professional and Business workspaces will still be charged for deactivated users, as they are included in your seat count. If you wish to reduce the number of seats in your workspace, you will need to delete the user and then manually reduce the seat count on the Billing page. Please note that pro-rata billing does not apply when reducing seats, only when increasing them.
