Similar to other management screens, the Workflow definitions are broken up into Enabled, Disabled, Draft, and Archived. You can change the workflow status using the Action menu, accessed via the ellipsis on the right. New Workflows may be created using the New Workflow button in the top right.

Disabled Workflows are temporarily stopped workflows.
Draft Workflows are those that have been created but never published
Archived Workflows are permanently stopped workflows. You can access the old instances but these workflows cannot be re-enabled.

To view the Workflow instances that have been run previously, select Edit in the Action menu
